Post Team Licences Move
Moves the user's own licences that aren't in a team yet into this team's pool. Team admins only. Returns how many moved (0 if none were left).

The user leaves the team. The seeded user is the team's only admin, so this returns 409: the last admin can't leave while other members remain.
Put Team Member Licence
Gives a member the oldest free licence of this type (protier or adaptiveqr) from the team's pool. Team admins only. 404 if the pool has none free. Sets assignedLicenceId.
